Animation tends to cost a lot more per minute than film as it is more labour intensive. Usually around £1000 per 30 seconds. So, if you are on a budget someone with a DV camera is a better option than trying to get an animator to do it. I have done stuff for free but only when I was a student as I could use the art schools facilities.
It really does depend on what you want. If you have the money then get a professional to do it, if not then you might be able to persuade a student or recent graduate to do it. It helps if your band is doing well because people will sometimes work for free if they think they will get some good publicity out of it.
Green screen stuff can be tricky depending on what you are shooting. When I've done projects at BBC Voices they use one of those reflective 'grey' screens and a set of LED's on the camera. That shit is supposed to work really well but I had to do the keying and it's a motherfucker to key out, especially on the hair. I suppose that's where it really does matter what you are trying to green screen. Beware of people with blond hair or glasses!
Is there any way your idea could be carried out without green screen?
If you have some decent lighting and a room that you can paint green you can get a pretty good green screen effect on a low budget. If you were to get an art student involved you would have access to the art school equipment without having to pay.
videos are probably the best way of promoting a band right now, you tube and the music channels have made them more popular than ever.
